The nightly report worker on pier was started this morning with a restart policy and has not stayed up since. Find out why and replace it.

Goal:

• Explain the failure: the state docker ps reports, the exit code, and the file the worker tries to run.
• A container named worker from pier/report-worker:1.0 that stays up, keeps the unless-stopped restart policy, and runs /app/worker.py.
• No stopped containers left behind. web keeps running.
