The signup stack was redeployed to a new host from a fresh checkout of ~/signup. Both containers have exited, and the signups that were on the old host are gone.

Start with the state and the logs:

docker compose ps -a
docker compose logs

There is more than one fault, and fixing one reveals the next. Restore what the checkout is missing, make the database storage survive docker compose down, and make web start only once Postgres is ready. Finish by adding a signup and proving it is still there after docker compose down and docker compose up -d.
